Job Information
Job Title: WASH Assistant (2).
Location: Taiz.

Job Description
The WASH Assistant will be responsible on assisting the identification, design, implementation, monitoring and reporting on the progress of community construction and rehabilitation projects in the assigned districts.

Key Responsibilities:
·        Oversee and create a community-based oversight system for all engineering works done by contractors.
·        Assist developing detailed bills of quantities (BOQ) , drawings and action plans for the construction/Rehabilitation works required in the health centers and WASH & community projects’ in collaboration with WASH program officer and engineers’ staff and based on assessment and program requirements, ensuring that recommended work is within the minimum SPHERE standard.
·        Assist developing estimated costs for rehabilitation/construction works.
·        Coordinate with WASH officer to draw up works tender documents’ and provide technical support to Bid Committees.
·        Where necessary, take samples for laboratory testing of materials and workmanship
·        Seek and obtain appropriate government sign-off on works at the critical stages; especially at the start and completion.
·        Coordinate WASH construction activities with other local actors (governmental and non-governmental). Build strong relationship with local and government partners, Local Water and Sanitation Company, GARWP.
·        Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods.
·        As appropriate, ensure that the contractor maintains proper inventory control systems of commodities/goods transactions.
·        Ensure that variations are approved by the project manager according to SOUL procedures before giving work order to the contractor.
·        Verify incoming materials are of the highest quality and from acceptable country of origin.
·        Certify achievement of contractual milestones, and provide reports to Project officer so payment to contractors can be processed.
·        Develop and implement safety standard checklists ensuring that beneficiaries’ safety is central.
·        Ensure a safe working environment for all people involved in project implementation.
·        Is responsible for maintaining detailed work plans and written records of engineering work undertaken in the project. 
·        Is responsible for a high degree of awareness regarding the security situation in the project area.

Qualifications & Experience:
  • University Degree in Civil or Structural Engineering, Architecture, relevant disciplines, or equivalent field experience.
  • At least one-year related experience; or equivalent training experience. 
  • Continuous studying and training in the job is required.
  • Ability to define problems collects data, establish facts, and draw valid conclusions.
  • Effective use of computers – Word and Excel and preferably a design and drawing software (AutoCAD, Reviet, etc.)
  • Oral and written Language skills in English.

Community Mobilizer-WASH-3

Job Title: Field Community Mobilizer (15).
Location: Taiz.
Contract Type: Full Time.
Contract Duration: 4 Months

Key Responsibilities:

·       Organizing communities’ meetings, awareness sensitization and sharing project activities information.
·       Connect with and engage individuals and groups who approach societal problems in less conventional ways, in complement to or outside traditional civil society activities;
·       Connect the mapped initiatives and people with each other and coordinate for their mutual benefit e.g., when more than one group offer the same or complementary services;
·       Organize and participate in all project events (collaboration between the local government and communities, consultations with communities, mobilization of youth,);
·       Respond and adjust to a flexible activity scheduling, logistical constraints related to public space management, or social dynamics involving the community and its expectations;
·       Make the space visible and supply understanding of community when demands come in.
·       In liaison with the Project Manager plan of the project activities and provide day-to-day supervision of the activities at the sites level.
·       Work with the Project Manager and MEAL Officer in the field project data collection.
·       Work with the WASH assistant and project manager to ensure the construction works are done on time according the activity plan.
·       Work with the field coordinators to lead all community forums, including continuous progress updates within the community on the project activities, address early concerns and ensure the community participate the activities implementation.
·       Conduct regular community meetings in the project targeted communities.
·       Any other duties as directed by the Project Manager.

Qualifications & Experience:
·       Diploma or Bachelor Degree.
·      Experience in similar position is preferable.
·       Prior Training in M&E is an asset.

Job Description
The Logistics Assistant will be responsible for logistical arrangements for project’s activities. The Assistant will work in collaboration with project's staffs for the organization and execution of planning and preparation of implementation of the activities. The Assistant will report to project officer. He/she will be responsible for logistics and admin tasks under the supervision of Project Manager.

Key Responsibilities:
·       Contributes to procurement process for office property, expendable supplies and services;
·       Foresees needs, recommends solutions and conducts tendering procedures as appropriate;
·       Ensures full compliance and application of standard procurement rules, procedures and best practices;
·       Updates the field office procurement plan;
·       Follows-up the activities and tasks undertaken by contractors as indicated in the signed service/procurement contracts or Purchase Orders;
·       Plays an active role in the preparation seminars and workshops (i quotations, bookings, logistical support, accommodations, venue set up, transport arrangements, etc);
·       Maintains administrative and logistical files with necessary confidentiality where required;
·       Take overall responsibility to provide logistics and administrative support for project team for smooth functioning of project activities.
·       Make proper documentation of all cash disbursements and submit to replenish the fund.
·       Process for all payments related to procurement, logistics and routine transactions according to SOUl’s policy and guidelines for project.
·       Maintain inventory database for assets, office supplies and warehouses, and conduct periodic inventory checks. Submit inventory reconciliation reports to Procurement and Accountant on monthly basis.
·       Provide monthly tracking reports on operational supplies to supported HFs, which includes but not limited to Diesel, Cooking Gas, and other items needed.
·       Obtain official receipts from HF management, GHO and DHO for all supplied items.
·       Monitoring and follow-up of progress of the rehabilitation sites, after obtaining official site receipts and submitting the rehabilitated site to HF management, GHO and DHO.
·       Perform other related duties as assigned.

Qualifications & Experience:
·       Bachelor’s degree in Business Administration or similar sector;
·       At least 2 years’ experience in the logistic sector;
·       Excellent computer skills including the usage of Microsoft office.
·       Excellent usage of Advanced Excel.
·       File Archiving skills.
·       Training and Excellent Implementation of the archiving systems of the organization

Job Description
The field Project Assistant is responsible for the majority of administrative duties in the organization. This person will manage employee records, organize files, answer calls, and provide support for the project team. As administrative officer, the ideal candidate will be highly organized and able to handle financial records and expenses.
Key Responsibilities:
1.     Provide administrative support to ensure that project activities are maintained in an effective, up to date and accurate manner:
•      Maintain the staff attendance including recording of staff leaves.

Job Description

Job Description
The Field Coordinator is responsible for the oversight and management of the project's activity. S/he will work under the supervision of the Project Manager.
Key Responsibilities:

•       Submit periodic plans and reports to assess the progress of the field activities.
•      Prepare maps for targeted areas.
•      Conduct, prepare and supervise field activities and its financial plans.
•      Coordinate with stakeholders to facilitate project activities and work to solve problems in the field and raise these issues to the Project Officer.

Job Description
The role of the Senior Field Officer is to plan, execute, and manage project according to strict deadlines and within the allocated budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver the project according to its plan. The Senior Field Officer will also define the project’s objectives and oversee quality control throughout its life cycle.
 
Key Responsibilities:

·      Lead and be personally responsible for achieving his/her project goals.
·      Ensure project delivery on time and within scope, budget, and acceptable quality.
·      Develop the Project Initiation Document (PID) in accordance with procedures set forth by SOUL.
·      Exercise his/her power and authority in project delivery in accordance with the Project Officer Authority Matrix set forth by SOUL.
·      Develop and execute project plan and schedule using appropriate tools; track progress and revise schedule, scope, and cost as appropriate to meet changing needs and requirements.
·      Ensure project resource (e.g., staff, time, money, equipment, etc.) availability and allocation in a timely manner; re-plan when necessary.
·      Assign project Staff.
·      Communicate project objectives, scope, and expectations to project director, team members, and other stakeholders in a timely and clear manner.
·      Manage day-to-day operational aspects of a project and scope.
·      Set and manage donors’ expectations; manage the interaction with donors and develop lasting relationship with donors’ personnel. 
·      Liaise with project stakeholders on an ongoing basis— provide stakeholders with a daily/weekly/monthly project progress update.

·      Review deliverables prepared by team before passing to donor— ensure compliance with Contract, Term of Reference, Kick-off Meeting Agreement, and Plan.
·      Write, review, and submit project reports to donors in a timely and accurate manner.
·      Track and resolve issues and conflicts during the project implementation; report and escalate to Project Director as needed.
·      Identify and manage project dependencies and critical path.
·      Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas.
·      Perform risk management to minimize project risks.
·      Define project success criteria, which have to be well-defined in the PID, and disseminate them to involved parties throughout project life cycle.
·      As needed, travel to project location to assure project activities are implemented according to project plan.
·      Coach, mentor, motivate, and supervise project team members and contractors; influence them to take positive actions and to be accountable for their assigned work.
·      Suggest areas for improvement in internal processes with respect to projects along with possible solutions.
·      Provide SOUL Media Officer with necessary information for marketing and promotion purposes.
·      Assure project legal documents are completed, signed, and archived.
·      Create and maintain comprehensive project documentation.

Qualifications & Experience:
·       Graduate degree preferably in Health or equivalent with a minimum of two- years professional experience in project management.
·       Prior experience in managing, planning, and implementing Health/Nutrition projects.
