Job Description
The role of The Admin & Finance Assistant will provide administrative and financial assistance to the project management, and ensure that routine services and activities within the project are properly implemented
Key Responsibilities:

1.      Provide administrative support to ensure that project activities are maintained in an effective, up to date and accurate manner:
•        Maintain the staff attendance including recording of staff leave.
•        Assist in preparing annual reports/ project reports/ update project files.
•        Be responsible for day-to-day project correspondence / information sharing.
•        Organize meetings and act as the secretary to project meetings / prepare minutes.
•        Carry out procurement activities including preparing bidding documents / evaluation / Tender / drafting contracts.
•        Assist project staff in arranging logistics to various locations.
•        Maintain the filing and administrative system for the project documents.
2.      Provide financial assistance to project accountant:
•        Ensure all financial transactions are in order; manage records, file invoices, receipts, delivery orders and contracts.
•        Carry out procurement procedures including preparing request forms, collecting quotation and preparing purchase orders.
•        Prepare payment requests and ensure all payments are made on time.
•        Assist the Accountant in keeping track of all contracts and ensures that payments and repayments are made on time.
•        Assist the Accountant in managing all project assets.
 
Qualifications & Experience:
·        Bachelor Degree in Business Administration/Accounting or relevant field.
·        One year of experience in Administrative/ Financial position.
·        Very good spoken and written Arabic.
·        Very good spoken and written English.
·        Excellent computer skills including the usage of Microsoft office.
·        Excellent usage of Advanced Excel.
·        File Archiving skills.
·        Training and Excellent Implementation of the archiving systems of the organization
·        Very good business correspondence skills.

Job Title:  Project Coordinator (1)
Location: Sana’a.
Contract Type: Full Time.

Key Responsibilities:

·        Develop the Project Initiation Document (PID) in accordance with procedures set forth by SOUL.
·        Facilitation of information sharing between Senior Field officer, Project Manager, Project Management, Finance, MEAL, Human Resources and Business Development units.
·         Work and collaborate with the Projects Management personnel on matters of HR & Finance, and MEAL such as preparation of payment requests, contracts development/renewal requests; preparation and follow up of project deliverables; preparation and follow up on projects reporting; and addressing projects performance and/or funding issues.
·         Ensure PMU team compliance with project and contracts, deliverables, and projects schedule.
·         Assists Projects’ Field officer in the preparation of monthly reports, quarterly reports, and final report.
·        Assists Finance officer in the preparation of financial reports
·         Ensures that project deliverables are consistent with the project’s objectives and donor expectations.
·         Implements SOUL’s policies, guidelines and regulations and provide training and support in these areas to the projects teams.
·        Tracks and ensures timely submission of all project’s deliverables, including assisting on reviewing, editing, and finalizing all deliverables for submissions to donors.
·         Liaise with project stakeholder as MOPHP on an ongoing basis -provide stakeholder with a daily/weekly/monthly project progress updated.
·        Provides support during project audit and maintains project files.
·        Attends cluster meetings related to the project sector.
·        Carry out any tasks assigned to him/her by their direct supervisor

Qualifications & Experience:
·        Bachelor Degree in business, social science or any other related field. is preferred.
·        Prior Two-year’ experience in project coordination. OR
·        At least two years of experience working with INGOs/NGOs.
·        Excellent computer skills including the usage of Microsoft office.
·        Very good Report writing and planning skills.

Key Responsibilities:

·        Manage all coordination efforts with governorate related authorities.
·        Develop and execute project plan in the field and schedule using appropriate tools with a focus on technical and operational; track progress and revise schedule and scope to meet changing needs and requirements.
·        Lead and be personally responsible for achieving his/her project goals in the field.
·        Ensure project delivery on time and within scope, budget, and acceptable quality.
·        Conduct regular visits to the field for project activities implementation and to identify problem and recommend solution.
·        Follow up with project team on field implementation and needs
·        Communicate project objectives, scope, and expectations to project coordinator, team members, and other stakeholders in a timely and clear manner.
·        Manage day-to-day operational aspects of a project and scope.

·        Assure project legal documents are completed, signed, and archived.
·        Create and maintain comprehensive project documentation.
·        Suggest areas for improvement in internal processes with respect to projects along with possible solutions.
·        Prepare the weekly, monthly, quarterly and final reports and then submit them to the project management.
·        Perform assigned related task by the project management
·        Submit the periodic nutrition distribution plans to the project management.
·        Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas.
·        Exercise his/her power and authority in project delivery in accordance with the Project Officer Authority Matrix set forth by SOUL.
·        Ensure project resource (e.g., staff, time, money, equipment, etc.) availability and allocation in a timely manner; re-plan when necessary.
·        Assign field staff if needed.
·        Track and report team hour and expenses on a weekly basis; ensure timely and accurate invoicing, and monitor receivables for project.
·        Identify and manage project dependencies and critical path.

Qualifications & Experience:
·        Bachelor Degree in nutrition or in Management or any other related field.
·        Prior three-year’ experience in field of nutrition projects with INGOs/NGOs.
·        At least one-year experience working in Dhamar is preferred.
·        Proficiency with MS Office applications.
·        Willing to undertake regular field visits to other governorates.
·        Good analytical, and excellent oral communication, teamwork and people skills
·        Strong leadership and problem-solving skills.
·        Attention to details and high level of accuracy
·        Effective listening; verbal and writing communication skills.
·        Strong command of both Arabic and English languages.

Job Description
The field Project Assistant is responsible for the majority of administrative duties in the organization. This person will manage employee records, organize files, answer calls, and provide support for the project team. As administrative officer, the ideal candidate will be highly organized and able to handle financial records and expenses.
Key Responsibilities:

Job Title: WASH Officer (1).

Job Description
The WASH Engineer Officer will be responsible for the identification, design, implementation, monitoring and reporting on the progress of community construction and rehabilitation projects in the assigned districts. S/he is Responsible for day-to-day field management, supervision and provision of regular technical backstopping to WASH and Community projects.
Key Responsibilities:
  • Oversee and create a community-based oversight system for all engineering works done by contractors.
  • Develop detailed bills of quantities (BOQ) , drawings and action plans for the construction/Rehabilitation works required in the health centers and WASH & community projects’ in collaboration with WASH program officer and engineers’ staff and based on assessment and program requirements, ensuring that recommended work is within the minimum SPHERE standard.
  • Develop estimated costs for rehabilitation/construction works.
  • Coordinate with WASH program officer to draw up works tender documents’ and provide technical support to Bid Committees.
  • Where necessary, take samples for laboratory testing of materials and workmanship
  • Seek and obtain appropriate government sign-off on works at the critical stages; especially at the start and completion.
  • Coordinate WASH construction activities with other local actors (governmental and non-governmental). Build strong relationship with local and government partners, Local Water and Sanitation Company, GARWP.
  • Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods.
  • Ensure the Contractor is compliant with Statutory Law and SOUL safety and security protocols on all construction/rehab sites.
  • As appropriate, ensure that the contractor maintains proper inventory control systems of commodities/goods transactions.
  • Ensure that variations are approved by the project manager according to SOUL procedures before giving work order to the contractor.
  • Verify incoming materials are of the highest quality and from acceptable country of origin.
  • Certify achievement of contractual milestones, and provide reports to Project officer so payment to contractors can be processed.
  • Regularly update project implementation plans to the project manager with associated time lines.
  • Develop and implement safety standard checklists ensuring that beneficiaries’ safety is central.
  • Ensure a safe working environment for all people involved in project implementation.
  • Is responsible for maintaining detailed work plans and written records of engineering work undertaken in the project. 
  • Is responsible for a high degree of awareness regarding the security situation in the project area. 
  • Watch and report on any new needs arising in the project target areas.
  • Write and submit weekly activity reports and filed visit reports at critical points of the construction/rehabilitation works.
  • Other duties as assigned.
 
Qualifications & Experience:
  • University Degree in Civil or Structural Engineering, Architecture, relevant disciplines, or equivalent field experience.
  • At least Two years related experience and some supervisory experience; or equivalent training experience. 
  • Continuous studying and training in the job is required.
  • Ability to define problems collects data, establish facts, and draw valid conclusions.
  • Effective use of computers – Word and Excel and preferably a design and drawing software (AutoCAD, Reviet, etc.)
  • Oral and written Language skills in English.
  • Registration with a relevant professional authority in Yemen
  •  Experience or knowledge of working and living in relevant regions/contexts.
  • NGO or humanitarian programming experience.
